Hackney Council used anti-terror law to spy on staff

According to the Sunday Express, Hackney Council used anti terror laws to spy on its staff to make sure they weren't misusing disabled parking badges. The Express asked 300 councils if they had invoked the Regulation of Investigatory Powers Act. 33 councils said they had. One of them was Hackney.
